UPDATE on MPBN State Funding Issue

Dear Supporters of MPBN:

On April 5, the Maine Legislature’s Joint Appropriations and Financial Affairs Committee voted unanimously to restore the funding for the Maine Public Broadcasting Network for Fiscal Year 2013. The committee agreed to an appropriation of $1.7 million starting on July 1, 2012, as part of a supplemental budget package for the current biennial budget.  The Maine House and Senate then voted to approve the budget package on April 12th.

MPBN is appreciative of the hard work by the entire Committee and for the support of members of the Legislature in recognizing the value of the state-wide public broadcasting organization. President and CEO Mark Vogelzang thanked the legislature for reinstating MPBN's appropriation and for their support of MPBN, “We had strong bi-partisan agreement that our services were important to the citizens of Maine, and we know that this was a challenging year financially. I appreciate the ways in which individual legislators worked with MPBN to come to an agreement on this vote.”

MPBN's State appropriation of $1.7 million for FY13 is already a reduction of 13.5% or over $250,000 from the FY 12 amount of $1.954 million. The true cost of radio and television transmission is $2.5 million. By statute, through its appropriation, the State of Maine has financially supported the cost of statewide transmission since 1992. MPBN’s current year budget is just over $11.2 million.

AUGUSTA, Maine - In quick action Friday, the Maine House and Senate voted to finally enact a supplemental budget package for the current biennium which Gov. Paul LePage has said he will not sign. The House vote of 105-30 was above the two-thirds majority needed so that the budget goes into effect immediately. The Senate vote was 35-0. Such votes would also be enough to override a veto from the governor. LePage said in a statement on Thursday that he would not sign the budget because it doesn’t do enough to address overspending in the state’s general assistance program.

Lawmakers Told Cuts Would Devastate MPBN

AUGUSTA — Gov. Paul LePage today issued a line-item veto of parts of the supplemental budget that was given final approval by lawmakers on Friday. In his veto letter, LePage told lawmakers they did not make enough structural changes in General Assistance to gain his support. "We need a profile in courage in Augusta," he wrote. "We must do what is right, without regards to the next election. It is why we all took that solemn oath and that is why I ask each and every one of you for your support of these vetoes."

AUGUSTA — Gov. Paul LePage issued a line-item veto of parts of the supplemental budget Saturday, telling lawmakers they need to be more courageous when cutting spending. "We need a profile in courage in Augusta," he wrote. "We must do what is right, without regards to the next election. It is why we all took that solemn oath and that is why I ask each and every one of you for your support of these vetoes." In his veto letter, LePage told lawmakers they had not made enough structural changes in General Assistance to gain his support. General Assistance, jointly funded by municipalities and the state, is designed to help the poor with emergency needs. Most of the money pays for housing.

Legislature Approves Budget Changes but LePage Uses Line Item Veto to Try and Push His Healthcare Cuts and Cost Shifting to Municipalities

Governor Paul LePage is once again recommending the elimination of 100 percent of state funding for MPBN, effective July 1, 2012. A similar proposal just last year was rejected by the Legislature. The Republican governor said during a visit to South Paris last week that state finding for MPBN is, “corporate welfare.”

AUGUSTA - Despite strong opposition from Governor LePage, both the House and Senate have approved the supplemental budget. The budget makes some cuts to the general assistance welfare program but LePage doesn't think it cuts enough. The governor's original proposal called for more significant cuts to the General Assistance welfare funding as well as other cuts, like eliminating funding for Maine Public Broadcasting.

AUGUSTA - Governor Paul LePage says he won't sign the budget. LePage says he can't put his signature on something that largely ignores welfare reform. He says he has major concerns about over-spending within the welfare program. He believes the budget as is puts Maine on the same path it's been on for 40 years. LePage said he wouldn't sign the budget but never said he would veto it. By not signing it the budget will still become law if it passes the House and Senate.

Legislature Gives Initial Approval to Supplemental Budget; Lepage Says He Won’t Sign

AUGUSTA, Maine - The Maine House and Senate voted overwhelmingly late Thursday to approve a supplemental budget package for the current biennial budget. The budget contains a total of $31 million in new spending for 2012 and 2013, which is offset by $41.8 million in general fund savings. Much of the document involves shifting savings from one area to fund a shortfall somewhere else. Still, it contained many items that kept the Legislature’s budget-writing committee busy for weeks. It also looked a lot different on Thursday then when Gov. Paul LePage first proposed the package last month, prompting the governor to lash out at lawmakers before they voted.

Maine House Approves Changes to State Budget; Lepage Said He Will Veto It

Lawmakers in the Maine House gave initial approval to a bill that makes changes to the state’s two-year budget in a vote of 120 to 26. “The best parts of the budget are the items that are no longer in it,” said Rep. Peggy Rotundo,of Lewiston. “We rejected shortsighted cuts to public education, irresponsible and unfunded tax cuts, and cuts to General Assistance that would have shifted costs to property tax payers.” Lawmakers rejected many of the proposals in the governor’s original supplemental budget bill, LD 1903, restoring proposed cuts to General Assistance, higher education, and the Fund for a Healthy Maine. It also provides additional resources to the state police, the courts, and to Child Development Services.
