AUGUSTA - Governor Paul LePage says he won't sign the budget. LePage says he can't put his signature on something that largely ignores welfare reform. He says he has major concerns about over-spending within the welfare program. He believes the budget as is puts Maine on the same path it's been on for 40 years. LePage said he wouldn't sign the budget but never said he would veto it. By not signing it the budget will still become law if it passes the House and Senate.
