President Obama's new focus on, and money for, passenger trains has opened up some new possibilities for the future of Maine's Downeaster service. But, for the present, passenger rail authority chief Patricia Quinn still has to deal with the uncertainties of Congresional funding for operations, while waiting to hear about requests for some of that new money.
