04/01/2014 01:20 PM ET

At a campaign event overlooking the Casco Bay Bridge in Portland, independent gubernatorial candidate Eliot Cutler said the state needs to fix and modernize its road system to improve Maine's economy.

PORTLAND, Maine (AP) _ Maine gubernatorial candidate Eliot Cutler is calling for improved roads, cellular phone service and high-speed Internet access in the first major policy announcement of his campaign.

Cutler said the state needs to fix and modernize its road system to improve Maine's economy. He made the announcement Tuesday at Harbor View Memorial Park in Portland, overlooking the Casco Bay Bridge.

He also said Maine is second to last in the United States in broadband speed and needs an upgrade for the state's businesses to remain competitive.

Cutler, an Independent, is running against Republican Gov. Paul LePage and Democratic U.S. Rep. Mike Michaud. Cutler also ran for governor in 2010, when he lost to LePage in a three-way race.
