04/18/2014 03:16 PM ET

Advocates have raised concerns about the plan to put photos on the cards, saying that it's been costly and ineffective at preventing fraud in other states.

AUGUSTA, Maine (AP) _ Maine Gov. Paul LePage's administration will begin putting photo identification on welfare benefit cards this month in Bangor.

The details about the administration's efforts were laid out in a letter to the U.S. Department of Agriculture obtained by The Associated Press through a Freedom of Access Act request on Friday.

The process to begin adding the electronic benefit transfer cards photos will begin April 28.

Health and Human Services Commissioner Mary Mayhew says in a statement that the plan supports the ``administration's efforts to strengthen the integrity of our public assistance programs.''

Advocates have raised concerns about the plan to put photos on the cards, saying that it's been costly and ineffective at preventing fraud in other states and could potentially harm those who rely on benefits.
