Judge's Ruling Favors Maine Municipal Association

A federal judge has ruled that the Maine Municipal Association acted within its free speech rights when it donated $2 million to political action groups in attempts to influence referendum campaigns.

BANGOR, Maine (AP) _ The federal judge in his decision Thursday wrote "the court holds that the government speech doctrine applies to MMA's advocacy activities.''

The nonprofit MMA, which offers education and legal and personnel advice to its member communities, was sued in 2010 by the Maine Heritage Policy Center, a conservative group. The center's complaint alleged the MMA violated individuals' First Amendment rights by participating in five citizen-initiative elections from 2005 to 2009.

The Sun Journal reports that the judge ruled the MMA did not support an individual candidate.

The MMA says its 'core function'' has been affirmed with the decision.
