| In his State of the State address last week, Maine Gov. John Baldacci announced plans by the Rockland-based Ocean Energy Institute to manufacture ammonia as a fuel, using only seawater, air and electricity. OEI, founded by energy investment banker Matt Simmons in 2007, is in the early stages of developing the process. Managing director Robert West spoke earlier today with Keith Shortall at OEI's new headquarters in Rockland. |
