On the Line host A.J. Higgins welcomed guests arguing for and against the latest Taxpayers Bill of Rights ballot measure. In 2006, Maine voters rejected the original TABOR proposal at the polls. What can we expect this November?

Question 4 on the November 3, 2009 ballot, know as the Tax Payer's Bill Of Rights (TABOR) question, asks: do you want to change the existing formulas that limit state and local government spending and require voter approval by referendum for spending over those limits and for increases in state taxes?
