Dr. Carol Lancaster is a professor at Georgetown University who specializes in the politics of foreign aid, the politics of development, and development in Africa. She has also been a consultant for both the United Nations and the World Bank.  She  discusses the challenges to aid-based development and how Secretary Clinton and the Obama administration might take on these challenges in the coming years. This talk took place recently at Colby College in Waterville.

Speaking in Maine features a panel discussion in Portland sponsored by the World Affairs Council of Maine. Five “honorary Consuls” participated in this event and all but one are from Maine. The five have represented France,  Canada,  Germany,  Bulgaria and New Zealand. They discuss the role they play in the state and how they fulfill these honorary posts. Consuls are typically residents of a state or region who are asked by a foreign government to represent them in that state.

Speaking in Maine features Emmett Beliveau, the 32-year-old who served as executive director and CEO of the 2009 Presidential Inaugural Committee for Barack Obama. Beliveau helped orchestrate history, as the inauguration drew an estimated one million-plus people to the National Mall. Beliveau has worked for the presidential campaigns of former Vice President Al Gore and Senator John F. Kerry. He has also worked on campaigns for Congressman Mike Michaud. Beliveu spoke at a meeting of the Lewiston-Auburn Economic Growth Council.

Speaking in Maine visits the World Affairs Council of Maine. The speaker is nuclear Weapons policy expert Joseph Cirincione. He discussed the Obama Administration's developing plans to stem nuclear proliferation in the 21st Century. Cirincione is President of the Ploughshare Fund, serves as an expert advisor to the Congressional Commission on the Strategic Posture of the United States, and is a member of the Advisory Committee to the Commission on the Prevention of WMD Proliferation and Terrorism. Cirincione is a frequent nuclear weapons commentator on CNN and NPR.

Speaking in Maine comes to us next from the Muskie School of Public Service
at USM  for a forum on a possible Same Sex Marriage Law. Two pieces of pending legislation that would change the definition of marriage and civil unions in Maine will heard on Wednesday, April 22 in the legislature. Forum Panelists will be Democratic Senator Dennis Damon (D) and Republican Representative Les Fossel (R) who have each sponsored pending legislation, Shenna Bellows from the Maine Civil Liberties Union, Marc Mutty representing the Catholic Diocese, and Ron Gobeil from the Maine Marriage Initiative.

Speaking in Maine features Alex de Waal, an activist on African issues, he speaks on the genocide in Sudan. A fellow of the Harvard Humanitarian Initiative, de Waal is also a program director at the Social Science Research Council and a co-director of Justice Africa. He has studied the social, political, and health dimensions of famine, war, genocide, and the HIV/AIDS epidemic and has been at the forefront of mobilizing African and international responses. His most recent book is Darfur: A New History of a Long War.
