The Compact for Maine's Forests: The Compact was intended as a compromise solution to the then-current debate over whether or not to ban clearcutting in Maine's forests. A coalition of timber companies, selected environmental groups, and government agencies wrote the bill, proposing certain restrictions on forest management, but not banning clearcutting outright. Those who opposed the Compact included such strange bedfellows as liberal environmental groups and conservative property rights advocates.
